North Korea has ratified a treaty that has effectively raised relations with Russia to the level of a "military alliance."
North Korean media reported that Chairman Kim Jong-un signed the decree, which takes effect from the date the ratification is exchanged.

Yes, the Korean Central News Agency reported today that the treaty on comprehensive partnership between North Korea and Russia was ratified.
The head of state said he signed the decree yesterday, which refers to Chairman Kim Jong-un.
Under the North Korean Constitution, ratification of treaties is the authority of the Supreme People's Assembly, but important treaties signed with other countries can be ratified by the Chairman of the State Affairs Commission alone.
Earlier on the 9th, Russian President Vladimir Putin also signed the ratified treaty, and North Korea also completed the same procedure in two days.
As the treaty takes effect from the date of exchange of the ratification, procedures related to this are expected soon.
An official from the Ministry of Unification also predicted that high-level officials from North Korea and Russia are likely to hold a ceremony to exchange ratifications.
The entry into force of a treaty that stipulates war support is just beginning to take effect at a time when North Korean troops sent to Russia are expected to be deployed in earnest.
The North Korea-Russia treaty, signed in Pyongyang in June, states that if a country is invaded and put at war, it will provide military aid without delay in accordance with the U.N. Charter and domestic law.
For this reason, it is observed that the North Korean military's participation in the battle on the battlefield in Ukraine could begin in earnest.
