Kim Yo Jong, vice chairman of North Korea's ruling Workers' Party, has threatened to pay for the leaflets against North Korea.
In a statement released through the Korean Central News Agency, Kim said yesterday (16th) that political incitement leaflets and items sent from Korea fell near the border and in the Jongsim area.
He then claimed that he strongly condemned South Korea's cheap and low-grade act of ignoring repeated warnings and making another provocation of spraying political conspiracy propaganda.
Photos released by North Korea showed balloons containing paper leaflets, snacks and drugs falling on the floor or caught in trees.
