Park said at the Supreme Council that floor leader Kwon Sung-dong, the People's Power, said in 2017 that the acting president could appoint a constitutional judge.

Kwon Sung-dong, a former member of the impeachment committee of the Park Geun Hye, and Kwon Sung-dong, the floor leader of the People's Power Party, asked if they were different people.

He also pointed out that floor leader Kwon should not exercise the formal right to appoint the acting president, and that it is equally contradictory to order the right to request reconsideration, or exercise the veto, which is an active authority.
