Acting President Han Deok-soo exercised his veto power, or demand for reconsideration of six issues passed by the opposition party after an extraordinary Cabinet meeting at 10 a.m. today.
The targets include the amendment to the Grain Management Act, which was passed by the National Assembly last month led by the opposition party, the 4 Agricultural Acts, the National Assembly Act, and the National Assembly Testimony Appraisal Act.
Acting President Han Deok-soo explained the purpose of vetoing the government, saying, "The government cannot help but make a responsible decision that puts the spirit of the constitution and the future of the country first."
In particular, he also revealed the reason why he made a request for reconsideration by pointing out the bills that were subject to reconsideration this time.
Representatively, in the case of the amendment to the Grain Management Act, the government guarantees the difference if it falls below the market price along with the mandatory purchase of rice
Acting President Han Deok-soo
explained that if this is implemented, the government will fix the oversupply structure of rice and the government will intervene excessively, increasing the financial burden.
The Agricultural and Fishery Products Price Stabilization Act, which contains similar information about agricultural and fishery products, will have the same side effects as the Grain Management Act.
Agricultural and Fishery Disaster Countermeasures Act,
in which the state compensates for expenses in case of damage to agricultural and fishery production due to a disaster.
And regarding the Agricultural and Fishery Accident Insurance Act, which prevents premium surcharges, it is against the basic principles of disaster support under the Disaster Safety Act and should consider issues of equity with other fields.
Also subject to this reconsideration is the revision of the National Assembly Act.
It is a bill that allows the budget review to continue even after November 30th.
The reason for the veto was revealed, saying it was contrary to the purpose of the Constitution, which set the minimum standards for the National Assembly to comply with for smooth enforcement.
Regarding the National Assembly Testimony Appraisal Act, he explained that it is highly likely to violate the basic rights of the people, the freedom of the body.
Acting Han Deok-soo completed the process of re-approval requests for these six bills immediately after the end of the extraordinary State Council.
The National Assembly once again appealed for an in-depth discussion of the bill and a desirable alternative.
