The Democratic Party of Korea hinted at impeachment, saying it would immediately hold acting President Han Deok-soo accountable if he did not promulgate the independent counsel's rebellion and the independent counsel law of Kim Gun-hee by the 24th.

The people's power countered that they would actively consider exercising the right to demand reconsideration, as these special prosecution laws have an ulterior motive to paralyze the state administration and the ruling party.

Acting President Han Deok-soo suggested a deadline to immediately accept the independent counsel's law on the independent counsel and Kim Gun-hee, which the Democratic Party of Korea passed the National Assembly.

He effectively hinted at impeachment, saying he would hold the special prosecutor accountable if he did not announce the bill by the 24th.

I heard that it is best for a special prosecutor to investigate, prosecute, and deal with the emergency martial law situation.

[Park Chan-dae / Minjoo Party floor leader: I don't think there's any reason or justification to wait until the end of the year. I urge you to do it right away, and if you don't, I'll take action right away without waiting until the end of the year.]

He also demanded that a request for recommendation of candidates for the standing special prosecutor for civil war, which is smaller than the general special prosecutor, should be made immediately.
Delaying the
special prosecutor is an act of buying time for the participants to destroy evidence, and the exercise of the right to demand reconsideration is an act of 'acting for rebellion' and raised the pressure level.

In response, the people's power protested that the two special prosecution laws are based on their intentions to paralyze the government and the ruling party.

It is argued that it is a violation of the Constitution to not use the right to request reconsideration, or veto, even though the opposition party's unconstitutional factor monopolizes the right to recommend candidates for the special prosecution.

In particular, he pointed out that the special prosecution, police, and air defense offices would rather hurt the fair investigation due to overheating competition, and that the special prosecutor recommended by the opposition party to investigate 15 cases of the government and the ruling party would be a riot by the special prosecutor.

[Kwon Seong-dong / Acting People's Power Representative and Floor Leader: Kim Gun-hee's Special Prosecutor Act, which was proposed and passed for the 4th time, is actually a special prosecutor for the government and the ruling party]

In response to the Democratic Party's expression of its intention to impeach acting Han Deok-soo, it urged the party to immediately stop the threat of taking over the government, which is willing to devastate the state affairs.

In addition, the acting president, who is in the same position as the president, drew the line that it is not 1/2 of the standard for impeachment of the prime minister, saying that impeachment will be made only with the consent of at least two-thirds of the registered members.

Due to the conflict between the ruling and opposition parties over the independent counsel law, acting president Han Deok-soo's right to accept or reject the independent counsel has emerged as the biggest detonator in the political situation.
