The Seoul Administrative Court ruled that Hyundai Rotem lost the plaintiff in a lawsuit against the head of the Public Procurement Service to cancel the bidding qualification restriction.
In 2022, Hyundai Rotem voluntarily reported collusion with competitors in the Fair Trade Commission's bid to purchase railway vehicles, resulting in a reduction of 32.3 billion won in fines.
But separately, it filed a lawsuit after six months of restrictions were imposed on the government, local governments and public institutions from bidding for projects.
The court judged that the Public Procurement Service's bidding restrictions were justified, saying they were disadvantaged on the grounds of "conflict" itself, not "self-reporting."
