Last year, a teenage student died in Daegu after going around the "emergency room" for more than two hours because he couldn't find a hospital to accept.

A hospital filed a lawsuit for cancellation when the Ministry of Health and Welfare issued a suspension of subsidies to related hospitals, and the court ruled that it was a legitimate disposition, saying it amounted to a refusal of emergency medical care.

In March last year, 119 reported that a teenage girl A had crashed in a building in Daegu.

The paramedics who were dispatched visited various hospitals and called to find a hospital to receive A, who was seriously injured, but all were rejected.

After receiving proper treatment for more than two hours, Ms. A went into cardiac arrest, and only then did she receive hospital treatment, but she finally died.

The Ministry of Health and Welfare, which conducted a fact-finding investigation, issued administrative measures such as corrective orders and suspension of subsidies to four hospitals, including Daegu Catholic University Hospital.

Then, Sunmok Academy, which runs Daegu Catholic University Hospital, filed a lawsuit to cancel the disposition, saying that it did not reject or avoid emergency medical treatment, but recommended other hospitals because there was no neurosurgeon.

But the court refused to admit the hospital claim.

The Seoul Administrative Court pointed out that Daegu Catholic University Hospital's failure to provide even basic primary care constitutes an emergency medical denial.

He also stressed that there is a high possibility of criticism, saying that even though the emergency room has facilities and manpower, it has repeatedly refused to accept patients, leading to death.

As some emergency room operations are disrupted by the long-running parliamentary conflict, attention is being paid to how the ruling will affect hospitals.
