◆Park Guivin: I'm a little unfamiliar, what is a 'regulatory sandbox'?

◇Park Jae-cheol: The regulatory sandbox operated by the central government department refers to a system that does not apply all or part of the current regulations so that operators can test and verify new products and services using new technologies by launching them on the market "first" under certain conditions.Just as children can safely run around in the sandbox, companies can solve the irrational problem that new technologies have been developed, but current laws and systems cannot keep up.

◆Park Gui-bin: What kind of support is provided by Gyeonggi-do?

◇Park Jae-cheol: Gyeonggi-do Province launched the first regulatory sandbox support project in the country in March 2019 following a corporate meeting to revitalize regulatory sandboxes. Small and medium-sized enterprises are having difficulty introducing new technologies due to the burden of initial investment costs that may occur if they prepare applications necessary to use the regulatory sandbox system operated by central ministries and commercialize them even if they receive special empirical cases. Accordingly, Gyeonggi-do Province supports consulting on application preparation and feasibility, including special cases for demonstration, and selects some of the applications from approved companies to support the demonstration project cost within the budget of up to 100 million won.

◆Park Gui-bin: What have you done so far?

◇Park Jae-cheol: For the past six years from 2019 to October this year, 177 companies have been provided with 205 consulting services and 4.2 billion won in demonstration project costs, and 50 companies have been approved for special regulations from people's livelihood to new industries and have an opportunity to start new businesses.

◆Park Gui-bin: Could you explain one example each of the people's livelihood and new industries this year?

◇Park Jae-cheol: In the field of people's livelihood, small and medium-sized enterprises and small business owners were interested in 'puppy restaurants and cafes' this year. Under the current Food Sanitation Act, restaurants and cafes that have received special approval have been allowed to enter and exit with pets, which has helped small business owners and businesses. In the new industry, a demonstration project called "safe evacuation using variable smart evacuation guidance using AI" drew attention. There was no certification standard under the current fire fighting facility law. This time, the Ministry of Trade, Industry and Energy approved a special demonstration to deliver fire information detected by the fire receiver to the AI system server, identify dangerous and safe areas in real time, and provide the optimal evacuation direction with variable signals to help escape the fire scene quickly and safely.

◆Park Gui-bin: So this year's project is finished, right? What are your plans for next year?

◇Park Jae-cheol: The project has been completed this year, but we plan to support consulting and demonstration project costs from February next year. The consulting business is aimed at small and medium-sized companies in the province, and consulting is provided free of charge for all processes, including filling out applications and responding to the regulatory special committee of the central government. In addition, we receive applications from companies that have been approved for special regulations, review them, and support up to 100 million won in demonstration project costs.
