As we enter November, the chilly weather has warmed up again, leading to a mild day that is not like late autumn. This Thursday, I will see if it will not get cold again ahead of the College Scholastic Ability Test. Kim Seung-bae, head of the Korea Natural Disaster Association, is connected. You're out, right?
[Kim Sung-soo]
How are you?
[Anchor]
How are you? I wondered if it was November. Will it be warm today?
[Kim Seungbae]
The lowest temperature in Seoul this morning was 10 degrees Celsius, which was higher than usual. This warm weather continues even in early November, but it was very hot last summer, the temperature in October, and the temperature in September was also high. Temperatures are expected to be higher than usual this November, but temperatures continue to be high regardless of the season due to global warming.
[Anchor]
At the beginning of November, the temperature dropped sharply and it became cold. Then, is the weather that has become milder again due to global warming as you said?
[Kim Seungbae]
That's right. In November, the air force that dominated the warmer summers in the south weakens, and cold air comes down from the north. The cold air came down on Nov. 6 and 7 and dropped to 1.6 degrees in Seoul, and the first ice was frozen in Seoul on the 7th. It freezes later than usual, and this condition is a typical characteristic of the weather in November. When the cold air comes down from the north, the temperature drops sharply, and the temperature rises when the air that has come down again degenerates into the warmer side. Last weekend, warm air from the south was introduced to Korea.
Therefore, warm air forces are blocking the southward flow of the northern cold air because the North Pacific high pressure force, which should be weakened, has not yet weakened. This condition doesn't continue. After falling, it became gentle again, and then it fell again, and now it will enter winter.

I saw a lot of foggy places everywhere on the weekend. And why is it usually foggy in the fall when there's a thick fog inland to work today?
[Kim Seung-bae]
The daytime temperature was high in the fall, evaporated near the ground, and there was a lot of water vapor, and then the nighttime temperature dropped to close to 0 degrees or below 5 degrees. Then, the air near the ground, which evaporated during the day and rose, condenses when the temperature drops at night. That's a copy fog. Due to such radiant cooling, a lot of thick fog occurs in autumn, so there was a lot of thick fog this morning, and it is time to pay special attention to traffic safety.

Director, this Thursday is the day of the College Scholastic Ability Test. Many people thought it was cold on the day of the college entrance exam, but looking at the weather these days, it will be warm on the day of the college entrance exam. What do you think?
[Kim Seungbae]
That's right. In November, when the college entrance exam was held, the college entrance exam was in December or January in the past, but because of the cold, it was moved to November. Nevertheless, as I said earlier, in November, when the cold air comes down from the north, the temperature drops and then softens and repeats again. If the fall and the CSAT day overlap, for example, on November 7th and November 19th, Seoul will drop to 1 degree.
Fortunately, the CSAT is in between, so this year's CSAT will be relatively warmer than usual, but in the past, there are days when it dropped to minus 5 degrees Celsius. However, this year, the cycle of cold air coming down from the north did not overlap with the CSAT day, so I think it will be the CSAT regardless of the cold. However, on the day of the CSAT, it will be okay during the day, and it is expected to rain due to the influence of the pressure trough passing north in the evening. So I predict that it will be rain that has nothing to do with the CSAT.

We looked at the temperature of the college entrance exam for the past five years, and I think it's cold on the college entrance exam, but the weather doesn't seem that cold. Why do you think it's so cold on the college entrance exam that there's a saying that it's only one?
[Kim Seungbae]
In the past, when the CSAT was in December, it fell to minus 5 degrees Celsius. The College Scholastic Ability Test is a weather where the temperature is ambiguous. So the beginning of early winter is December. So the temperature is actually cold when it drops to around 0 degrees even though the temperature is also temperature, but I personally expect the psychological cold to be greater due to the pressure of testing.
[Anchor]
Because of the psychological influence, people said that the CSAT was cold, and they repeatedly said that the weather was warm and cold, and that winter would come. When should I take out this winter's padding?
[Kim Seungbae]
On November 9th, in Seoul, it will fall to 1 degree and most mountainous areas in Gangwon-do will fall below zero. That's why I think I can wear a padded jacket if the temperature is that high by November 18th and 19th. However, when will it fall below -10 degrees Celsius, which we say is the coldest? But it's normal around early January. So, I predict that there will be no such extreme cold in November.
[Anchor]
Because of the late heat this year, the autumn leaves were also late. There are people who want to go see the autumn leaves before it gets colder. What are some good places to go see the autumn leaves?
[Kim Seungbae]
The temperature in the north is low, so most of the autumn leaves have faded. Naejangsan Mountain continues to be unusually late and the temperature is high, so the peak of autumn leaves in Naejangsan Mountain usually passes in early November, and at this moment, it is at its peak in Naejangsan Mountain. The reason why it continues so late is that it was warm this fall, so the autumn leaves continue late. The southern part of the country is expected to see the peak of autumn leaves by this week.

And I'm also curious about the news of the first snow this year. Last year, the first snow fell across the country after mid-November. When will the first snow fall this year?
[Kim Seungbae]
So, precipitation and rain conditions require the temperature to match to make the first snow. The first snow has already fallen in mountainous areas such as Seoraksan Mountain, but it has not fallen in inland areas such as Seoul and cities. It is predicted that the first snow will not yet exist within 10 days. As I said earlier, on November 18th and 19th, the temperature drops below zero in Gangwon-do, but it is not a condition for rain at that time. So, the first snow will come when those things are right. Personally, I think it's unlikely to turn into snow even under rainy conditions because the temperature is maintained until late November, so this November, too. So it seems unlikely that the first snow will fall within 10 days soon.

I see. Let's stop here. I checked the weather with Kim Seung-bae, head of the Korea Natural Disaster Association. Thank you.
[Kim Seungbae]
Thank you.
