This is in contrast to the consistent denial of the charges.
Prosecutors believe the 76 million won exchanged between the two is the price of nomination for a parliamentary by-election in Changwon.
The prosecution's analysis is that the money was delivered to Myung through Kang Hye-kyung's bank account 16 times since August last year due to former lawmaker Kim's salary.
The prosecution also judged that the two conspired to conduct a so-called "nomination business."
Showing off his political background, he received 240 million won from the head of a local government and two preliminary candidates for metropolitan city council as bait for the nomination.
Both men are said to have denied the allegations in a warrant review.
With the arrest of the two, the prosecution's investigation into the allegations raised during the investigation is expected to gain momentum.
The investigation is expected to speed up, including allegations that the president and his wife intervened in the nomination and Myung's involvement in the designation of Changwon's second national industrial complex.
In order to clarify suspicions related to the nomination, an investigation into former and current ruling party officials, including Lee Joon-seok, the party leader at the time of last year, is also expected to take place.
Meanwhile, the warrants of two potential candidates for local elections, who are accused of giving money to two people, were rejected.
The court said there was a dispute over whether a crime was committed and it was necessary to guarantee the suspect's right to defend himself.
