As demographic changes come as a serious threat due to low birth rate and aging population, it has been pointed out that national competitiveness should be strengthened through the transition to a multicultural society.

Experts emphasized the need to change the immigration system and visa system to create an "inclusive multicultural society" at the "foreign policy innovation debate to enhance national and urban competitiveness in a multicultural society" held by Seoul Metropolitan Government with the office of lawmaker Yoo Sang-beom.

In his opening remarks, Mayor Oh Se-hoon said, "The strategic use of foreign manpower is an essential alternative to strengthening city and national competitiveness," adding, "We need to switch from the current selective immigration system to an inclusive immigration system to promote the influx of global talent and manpower," and that he will consult with the central government to lay the foundation for improving the inclusive visa system considering the situation in each region.
