Rafael Grossi, secretary-general of the International Atomic Energy Agency and IAEA, said the uranium enrichment facility visited by North Korean leader Kim Jong-un in September appears to be an undeclared facility on a riverboat near Pyongyang.
Secretary-General Grossi said in a statement at the IAEA board meeting in Vienna, Austria, on the 20th local time, saying the arrangement of centrifuges in the photos released by North Korea is consistent with the structure of the steel wire complex.
In addition, he explained that the installation of centrifuges in the attached building in the photo is consistent with Kim's order to strengthen nuclear weapons production by increasing the number of centrifuges.
At the same time, the 5-megawatt reactor in Yongbyon was not operational from mid-August to mid-October, which is enough time to reload fuel and resume operations.
The uranium enrichment facility in Yongbyon is also continuing to operate, and spent nuclear fuel taken from the reactor can be cooled for several months before reprocessing it, Grossi added.
Grossi said the continuation and further development of North Korea's nuclear program was a clear violation of relevant U.N. Security Council resolutions and urged North Korea to comply with the resolution and implement the Nuclear Non-Proliferation Treaty Security Measures Agreement.
