The declaration of a special disaster zone is being delayed in Eumseong and Jincheon, North Chungcheong Province, which suffered heavy snow last month in the aftermath of the emergency martial law incident and the impeachment.
Although Chungcheongbuk-do has invested reserve funds, it is far from sufficient to recover the damage.
Reporter Kim Ki-soo visited the scene.

The crops in the flower house dry with drooping leaves.
As the house was damaged by the last heavy snow, the heating facilities were damaged, and all crops were frozen.
I'm looking around to save one, but it's not easy to find something normal.
It has been more than two weeks since the heavy snow damage, but the collapsed house has been left untouched.
All the houses need to be demolished and re-installed, but there is a lack of manpower and funds.
[Kim Dong-sik / Flower House Farmhouse: Everything can't be solved, so if the government doesn't work on it now, it can't happen.]
Watermelon farms where houses have collapsed are worried about whether they will be able to eat on time next year.
This is because there is not enough time to compost and ripen the land due to the delay in restoration.
[Choi Young-soo / Watermelon grower: There's a basic process, but right now, it's collapsed, so we can't even open the manure and hit the rotary....]
Last month, more than a thousand farms and 262 hectares of crop damage were caused by heavy snow in Eumseong and Jincheon, North Chungcheong Province.
The confirmed damage alone is estimated to exceed 20 billion won.
However, as the emergency martial law crisis and impeachment continued, the declaration of a special disaster zone was delayed, and Chungcheongbuk-do invested 4 billion won in reserve funds first.
[Kim Young-hwan / Governor of North Chungcheong Province: We have applied for a special disaster area, but the decision has been delayed due to various confusing political situations, so North Chungcheong Province has to put in reserve funds first....]
As the state administration is in turmoil due to the emergency martial law crisis, the recovery of heavy snow damage has been put on the back burner, only increasing the grievances of farmers.
