Foreign Minister Cho Tae-yeol said he received a piece of paper from President Yoon Suk Yeol at the Cabinet meeting held before the declaration of the emergency martial law on the night of the 3rd.

Minister Cho said in an urgent question at the plenary session of the National Assembly that when he entered the office at around 9 p.m. on the 3rd, the president said he planned to declare an emergency martial law and gave him a piece of paper, adding that there were some brief instructions for the foreign minister to take action inside.

At the same time, the content was three or four lines, and the situation at the time was shocking, so I can't remember in detail, but I only remember the word "foreign missions," adding that these were general measures to take if there was a situation like this.

When asked if he thought it was a diplomatic emergency when there was a vacuum in the diplomatic circle due to the president's ban on leaving the country, Minister Cho replied that he thought there was serious damage.
