What former President Trump said can be seen as a position to protect Korea's own automobile industry even if we impose a 2000% tariff on cars imported from Mexico. Rust Belt is the center of the election. Since the automobile industry is the center of the Rust Belt, it can be understood as a big message to protect and foster the U.S. automobile industry.
