Ahead of Halloween on the 31st, general situation rooms have been set up throughout the crowded city, including Itaewon, Seoul.

The plan is to check the crowd density 24 hours a day through the CCTV control center and manage the crowd in real time, saying that the same disaster as two years ago should never happen again.

The first day of operation of the 'Special Safety Management Measures Period' in preparation for Halloween.

Local governments have begun checking multiple wave detection CCTVs and safe emergency bells.

If you detect danger by automatically measuring the number of people per unit area on a real-time screen, you will immediately inform the police, fire, and local governments of the situation to help them move quickly.

Even if a citizen directly presses the emergency bell button or recognizes the rescue voice asking to be saved, the call is immediately connected to the police officer.

[Shin Yong-ho / Director of Safety and Disaster Department, Yongsan-gu, Seoul: Thank you for your hard work. I'm checking if the emergency bell is working properly now. Is everything okay? (Yes, the video and audio are good.)

In Noksapyeong Station Square, a joint situation room for related agencies was set up.

It manages crowds in real time in connection with the CCTV control center and informs the situation of the site by using mobile loudspeakers and disaster texts.

In particular, Yongsan-gu has established step-by-step measures in accordance with the revised law that requires the head of the local government to establish a safety management plan for local festivals whose organizers are unclear from this year.

The measures, which consisted of three stages, were based on the number of people getting off at Itaewon Station.

It is operated according to the congestion situation in the alleyways around Itaewon Station, where crowds such as World Food and Culture Street and Quinon-gil are concentrated,
It is free to pass through to the 'caution' stage of the
1, but in the severe stage of stage three, the influx of crowds is completely blocked and the movement to the roadside is induced.

The Seoul Metropolitan Government said more than 4,200 safety management personnel, including local government officials, police, fire fighting, and transportation corporations, will be deployed in Itaewon alone.

[Shin Yong-ho / Yongsan-gu Safety and Disaster Director: Police, fire, and district offices are responsible for preparing on-site countermeasures and responding immediately after a situation judgment meeting]

In addition, Hongdae plans to promote on-site congestion through disaster text message boards, and Konkuk University plans to manage crowds according to regional characteristics, such as reviewing the non-stop passage of subways.
