The U.S. government has made it clear that North Korea's dispatch of troops to Russia violates U.N. Security Council resolutions.
State Department spokesman Matthew Miller told a briefing that Russia's training of North Korean soldiers was a direct violation of Security Council resolutions.
He also stressed that providing or receiving training or support related to the use of ballistic missiles and other weapons by North Korean soldiers is a violation of U.N. Security Council resolutions in addition to violating the arms embargo.
Miller also said at the Security Council meeting that Russia, a permanent member, is likely to oppose sanctions against North Korea, adding that we remain capable of sanctioning both Russia and North Korea.
He added that we have shown in the past that we are willing to use our ability and authority to impose sanctions and that we will continue to do so if appropriate.
