The streets of Hongdae and Itaewon in Seoul, which marked Halloween yesterday (31st), were crowded with citizens who came out to enjoy the festive atmosphere.
Police, firefighters, and local governments have launched joint patrols to prevent a repeat of the disaster.

From characters in Marvel movies to former U.S. President Donald Trump, people wearing various makeup grab their feet.
This is the street of Hongdae in Seoul for Halloween.
[Kim Dae-hyun / Unyang-dong, Gimpo-si, Gyeonggi-do: When I came out, there were a lot of cosplayers and interesting characters....]
The Hongdae Special Tourist Zone was crowded everywhere, with up to 78,000 people visiting it, exceeding Seoul's expectations.
More than 280 people, including police, firefighting, and local government personnel, were deployed to focus on crowd management.
It is Hongdae Street in Seoul where pubs are concentrated.
An order fence is installed in the middle, and right-hand traffic is guided.
Police makeup crackdowns and crime prevention activities, which were blamed for confusion at the scene during the Itaewon disaster, were also carried out.
As a result, a foreign man was arrested on the spot for secretly filming festival participants.
Itaewon, where the pain of the disaster two years ago did not go away, showed a relatively low density.
Instead, mourners visited the alleyways.
[Lee Se-bin / Gongneung-dong, Seoul: We're here to pay tribute at the scene of the disaster. I think there are fewer people dressed up and people who enjoy marching on the streets.
No safety accidents were reported this Halloween.
However, the Seoul Metropolitan Government plans to continue intensive safety management in 15 areas, including Hongdae, Itaewon, and Seongsu-dong, where large crowds are expected to flock until the weekend.
