"There's no need to be surprised because it's all a lie," Russian Ambassador to the United Nations Vasily Nevenza said of the North's troop dispatch, adding that the West is trying to distract attention from issues that are truly important, threatening international peace and security.

"We hope that our Korean colleagues will be wise enough not to be deceived by the clever manipulation of the West," he said.
