Yoon Suk Yeol is expected to miss the speech to the National Assembly for the first time since taking office and the first time in 11 years as a sitting president.
As in the absence of the opening ceremony of the National Assembly, normalization of the National Assembly comes first, but the opposition party urged President Yoon to clarify various suspicions, including a phone call with Myung Tae-kyun.

President Yoon Suk Yeol visited the National Assembly for the second consecutive year after his first speech to pass the COVID-19 supplementary budget bill six days after taking office.
While asking for the explanation and passage of the budget bill, he did not mind meeting with the ruling and opposition delegations and hearing "bitters."

This year, President Yoon is expected to miss his first speech at the National Assembly since taking office.
Every year since former President Park Geun Hye, the president has been speaking in person, and the prime minister will read the speech for the first time in 11 years.
In September, after missing the opening ceremony of the National Assembly for the first time as a sitting president since democratization in 1987, the path to communication with the National Assembly has been blocked until the failure to deliver a speech on the municipal administration.
An official from the president's office said, "This is the same reason as when we missed the opening ceremony that it is right to normalize the National Assembly first and invite the president to the president, and rather, the situation has worsened."
Some in the ruling party are calling for President Yoon's attendance, but they say it is inevitable in consideration of the opposition's outdoor struggle.
