The Seoul Metropolitan Police Agency said it arrested 20 people, including 39-year-old Kim, the head of a text messaging company, on charges of sending billions of illegal texts such as voice phishing bait texts and gambling site advertisements, and arrested three of them.

Kim and others are accused of transmitting 2.8 billion illegal texts requested by criminal organizations such as voice phishing organizations in the past 10 years from 2015 to the latest.

Considering that there were 56.92 million mobile phone subscribers as of August, the police explained that the entire nation received about 50 illegal texts.

They sent illegal advertisement texts for 14 to 20 won per case, but they avoided illegal advertising regulations and crackdowns by placing servers in foreign countries and going through overseas telecommunication companies.

The police estimate that the criminal profits of these organizations will reach 48.5 billion won, and they plan to recover 5 billion won of them through confiscation and collection preservation before prosecution.
