President Putin has signed the North Korea-Russia Treaty, which raises relations between North Korea and Russia to the level of a military alliance.
The treaty, which will take effect soon, is expected to be used as an excuse to legalize the dispatch of North Korean troops to Ukraine, which has been criticized for violating international law.

It comes three days after the Russian House of Representatives, the State Duma and the Senate each unanimously approved the ratification.
The treaty signed by Putin and North Korean leader Kim Jong-un in Pyongyang on June 19 raises bilateral relations to the level of a military alliance.
Article 4 of the Treaty is key.
If one side is invaded and is in a state of war, military aid is provided by all means.

The treaty is likely to be used as an excuse to legalize the North Korean military's dispatch of troops to Ukraine, which has led to controversy over recent violations of international law.
