German Chancellor Olaf Scholz says there is no change in his policy of not supporting Ukraine with long-range air-to-ground cruise missiles.
Scholz told a news conference in Brazil, where the G20 summit will be held, that he did not want to share responsibility for the missile's final target.
It also made clear that the weapons already supported by Germany could not be used to strike deep inside the Russian mainland.
At the same time, Scholz said he planned to talk about sending North Korean troops and China's dual-purpose supplies to Russia at a summit with Chinese President Xi Jinping scheduled for the G20.
