Unification Minister Kim Young-ho said, "The influx of Hallyu and foreign culture into North Korea means the formation of an alternative culture that replaces the existing culture of Juche," adding that this poses a direct threat to the North Korean system.

At a talk concert held at the Inter-Korean Integration Culture Center in Gangseo-gu, Seoul, Minister Kim said that electronic devices that watch Korean dramas and foreign videos have recently become popular among young North Koreans.

He then pointed out that the reason why North Korea recently enacted the so-called "three major evil laws," including the Reaction Thought and Culture Elimination Act, the Youth Culture Guarantee Act, and the Pyongyang Culture Language Protection Act, is to prevent the inflow of external information.

Minister Kim emphasized that the inflow of external information could be a decisive opportunity to change the minds of North Koreans, and that he would implement the August 15 Unification Doctrine's action tasks, including expanding North Koreans' access to information.
