In the end, the second notice of attendance sent to President Yoon Suk Yeol by the Joint Investigation Headquarters, which is composed of the Senior Civil Servant Corruption Investigations Unit and the police, was not delivered.
The shipment to the general secretary's office and the annex was confirmed as "unknown recipient" and the presidential residence as "rejected receipt".
The electronic official letter was also found to be 'unconfirmed'.
As a result, the recall investigation of President Yoon, which was planned for 10 a.m. on Christmas Day, is likely to fail.
While maintaining its position to wait until the day, the government is reviewing various scenarios in preparation for the event that they will not be present.
There is also a plan to send a third request for attendance by setting a new date, and in fact, the possibility is unlikely as some analysts say this is the "last notice."
The method of conducting a business trip survey or a written survey at a third place is also discussed, but it is unclear whether the Senior Civil Servant Corruption Investigations Unit will implement it as it faced a backlash from public opinion at the time of Kim Gun-hee's case.
After all, what's left is the Arrest Warrant card.
