"Administrator Exam Scoring Arbitrary" Losing Litigation

A candidate who failed the administrative examination of the Korea Human Resources Development Service two years ago filed a lawsuit the following year, saying that the scoring criteria were arbitrary when a problem occurred in the process of conducting the national qualification examination of the Korea Human Resources Development Service, but lost.

The Seoul Administrative Court recently ruled that A lost the plaintiff in a lawsuit against the Industrial Human Resources Corporation to cancel the rejection.

The court decided that just because the Ministry of Employment and Labor issued an institutional warning about continuous test-related accidents, it does not mean that there was a defect in the administrator's exam scoring process.

Mr. A applied for the general administrator section of the administrative history exam two years ago and exceeded his passing score of 55.25 on average, but he was rejected because he fell short of his passing score of 40 in the administrative history practical law course.

The following year, the answer sheet was accidentally shredded before it was even scored during the national qualification examination of the Korea Human Resources Development Service, and A filed an administrative lawsuit to cancel the rejection, saying there was a problem with the administrative exam he took.
