Ten days later, it was revealed belatedly during the National Assembly's emergency questioning process, and Deputy Prime Minister Choi responded to the order, saying that he could not read the note properly because there was no situation at the time, and that it seemed to be intended to secure financial funds related to martial law.

According to the YTN report, it is said to contain presidential instructions to "cut the operating expenses of the National Assembly from this moment on" and "make a budget for the operation of the emergency legislature."
The National Assembly's budget needs to be applied to the Ministry of Economy and Finance every month, and if the order to cut off the operating expenses of the National Assembly means to stop paying such expenses, it is doubtful that the National Assembly tried to pressure the National Assembly by putting martial law troops into the National Assembly to block the vote to lift the emergency martial law.
In addition, according to Article 77 (3) of the Constitution, the president's order on the National Assembly budget is expected to be an important clue to prove the illegality of the emergency martial law, as the National Assembly's authority cannot be restricted even in emergency martial law.
