The "hamburger meeting," led by former intelligence commander Roh Sang-won, was a meeting to create a separate second stage of investigation at the Joint Investigation Headquarters, police said.

The police also secured personnel issuance documents following the launch of the second stage of the investigation by the Ministry of National Defense, whose first task was to confiscate the Central Election Commission server.

Roh Sang-won, a former intelligence commander who was identified as a non-presidential power, led two meetings at a hamburger store near a branch in Ansan, Gyeonggi Province.

Moon Sang-ho, the commander of intelligence, and even the commander of the Army's 2nd Armored Brigade, attended the martial law preliminary plot.

Police said there were discussions at the hamburger meeting to set up a separate investigation team under the Joint Investigation Headquarters after martial law.We have established a second stage of the investigation with former commander Roh

and identified a detailed action plan that consists of about 60 members from the general manager to the unit members.

The police even secured a personnel issuance document for the launch of the second stage of the investigation by the Ministry of National Defense.

After the martial law proclamation was issued, former Defense Minister Kim Yong-hyun delivered the "second stage of the investigation" document, leading to a detailed personnel plan.

The police believe that the first mission of the second team of investigation, including former commander Roh, is the seizure of the Central Election Commission server.

In fact, martial law troops from the Intelligence Command succeeded in entering the NEC's computer room within two minutes of declaring martial law.

An intelligence officer, identified only by his surname Jeong, also admitted that he tried to subdue the NEC staff by using forced control measures such as cable ties and headscarves.

As the suspicion of "second stage of investigation" raised by the opposition party has been confirmed by related evidence, the full truth of the NEC's control is also being revealed one after another.
