The police special investigation team said it has secured a statement that the prosecution was also involved in the plan to take control of the NEC.
The police said they had secured statements from officials of the counterintelligence command, which was put into the NEC at the time, but the prosecution countered, saying it was not true.

Agents from the Defense Security Command were deployed to the Central Election Commission in Gwacheon, Gyeonggi-do, on the day of the emergency martial law's declaration.
They reportedly waited outside the NEC and withdrew after the martial law was lifted.
However, it was confirmed that multiple counterintelligence agents told the police at the time that "the prosecution and the National Intelligence Service were ordered to go to the NEC soon and apply."
The police special investigation team was also found to have secured a statement that Yeo In-hyeong, the commander of counterintelligence, gave such an order through Jeong Seong-woo, the first director of counterintelligence.
Earlier, the Democratic Party of Korea also raised suspicions that the prosecution was also involved in the plan to take control of the election watchdog, which is the first time an investigative agency has confirmed related statements.

This time, it also issued a statement confirming that the counterintelligence agency did not make any requests to the prosecution regarding martial law through statements from counterintelligence officials, including Commander Yeo and Chief Jeong.
The police booked Jung Sung-woo, the first chief of the counterintelligence agency, as a suspect and notified him of the summons in connection with the attempt to take control of the NEC.
It is also expected to continue the investigation into the prosecution's alleged involvement, and as the prosecution is also investigating allegations of "support for the arrest of the police", tension is growing between the prosecution and police over the emergency martial law investigation.
