In the middle of the night, six ballistic missiles flew into a military facility in Bryansk, Russia's western border.
Russia's Defense Ministry said it intercepted five of them and said the missile was identified as US-made Atax.
The Russian side stressed that there was no damage, but the Ukrainian side claimed to have successfully hit the target.
The Ukrainian military said the attack targeted an armory in Karatsev, Bryansk, and warned that the destruction of the armory would continue.
On the day Ukraine conducted its first mainland air strike,
Russian President Putin approved, as he had foreseen, a revision of the doctrine that would ease the conditions for the use of nuclear weapons.
The key content is that even a country that does not possess nuclear weapons will consider it a joint attack if it attacks Russia with the support of a nuclear power.
It is aimed at Ukraine, which is supported by Western nuclear powers such as the United States and Britain.
[Russian Foreign Minister Sergey Lavrov] I hope that the West will not read this doctrine as they would like the United Nations Charter, but look at the precise and comprehensive implications.]
Russia has expanded its use of nuclear weapons, allowing them to be used not only for missiles but also for aircraft and drone attacks.
The new nuclear doctrine comes into force immediately, and the decision to use nuclear weapons is made by President Putin.
The Kremlin has warned that a nuclear response could follow if Ukraine uses Western non-nuclear missiles.
The war against Ukraine is again at a turning point, with Russia putting the precipitation of a nuclear threat on strengthening Western support.
