A dog owner who injured another person while walking his dog without putting on a leash was fined, although he objected to the summary order and insisted that he was not at fault.
Chuncheon District Court fined 67-year-old A 5 million won for violating the Animal Protection Act.
Mr. A was briefly indicted on November 30 last year on charges of causing injuries by making him run into the 56-year-old B's dog and bite the hand and face of Mr. B, who was restraining it, while walking three dogs without putting on a leash on a walkway in Hwacheon, Gangwon-do.
Mr. A, who objected to the summary order of the fine of 3 million won, insisted on a formal trial, saying that he was not at fault.
However, the court sentenced the victim to a fine of 5 million won higher than the summary order, citing that the degree of injury suffered was not light and that he did not regret his mistake even though he could not reach an agreement with the victim.
At the same time, Mr. A ordered him to pay for the lawsuit.
In a criminal trial, the court may bear the costs of litigation to the defendant when the defendant is responsible for the delay of the trial process or the cost of the extended litigation.
