Kim Jong-seok, secretary-general of the Gyeonggi-do Provincial Council, expressed his resignation about two months before his term expires.
"As secretary-general, I have an obligation to supplement the chairman, but the bill of no confidence in the chairman, which was not in the parliamentary history, came out while he was in office," Kim said. "The bill of no confidence has already been withdrawn through an agreement between the two parties, but I expressed my resignation to the chairman in the belief that I should take moral responsibility for it."
He added, "I hope that the budget for people's livelihoods at the end of the year will be processed well for the residents."
Kim, a former second-term lawmaker of the Democratic Party of Korea, took office on January 31 last year as the first open parliamentary secretary of the provincial council and was about to expire on January 30 next year.
Earlier, the People's Power of the Provincial Council submitted a proposal of no confidence in Kim Jin-kyung, chairman of the Provincial Council, a member of the Democratic Party of Korea, on the 6th and a proposal for disciplinary action against Kim on the 7th.
