Hanam-si's refusal to allow the expansion of the East Seoul substation was wrong, according to an administrative trial.

The Gyeonggi Provincial Administrative Appeals Committee cited a KEPCO request to cancel Hanam-si's decision not to allow indoorization and expansion of the Dong Seoul substation.

As the decision of the Administrative Appeals Commission has a legal effect of arresting the respondent's administrative agency, Hanam City should permit the building activities related to indoorization and expansion of the Dong Seoul substation requested by KEPCO.

Earlier in August, KEPCO filed for an administrative trial, saying it was unfair when Hanam City refused to accept four applications for permits, including a 345 ㎸ East Seoul substation's indoor building permit.

At that time, Hanam-si denied four building and act permits related to the indoorization and expansion project of the Dong Seoul substation, citing that there was no process of collecting opinions due to a series of opposition from residents.

KEPCO is building an ultra-high voltage direct current transmission network (HVDC) that will transport electricity from the east coast to the southeast of the metropolitan area by spending about 700 billion won to supply the metropolitan area with electricity generated by the Shin Hanul nuclear power plant and new coal-fired power plants in the east coast.

The east coast to Sinapyeong 230km was scheduled to be completed in June next year, and the Singapyeong to Dong Seoul 50km was scheduled to be completed in the second half of 2026, but Hanam City did not approve the expansion of the Dong Seoul substation on the road, putting a brake on infrastructure expansion.

The decision by the Public Administration and Inspection Committee has given a boost to KEPCO's plan to expand the power grid in the Seoul metropolitan area.
