According to an answer from the 802 Military Police, V used his phone for an hour on weekends and holidays in accordance with Army Training Center guidelines. It was confirmed that V used it during the afternoon cell phone usage time, not at dawn. "We have not allowed, condoned, or tolerated the use of mobile phones only for V outside of the guidelines," he said.
