William Burns, director of the U.S. Central Intelligence Agency (CIA), reported to President Joe Biden his judgment that China was agitated by the close ties between North Korea and Russia, including strengthening military cooperation, after secretly visiting China in June, a prominent U.S. journalist said in a book.

In Bob Woodward's new book "War," a special reporter on the Watergate case, he introduced Burns' confidential report that "Russia-North Korea defense cooperation, which adds intensity, has somewhat agitated China because it emboldened Kim Jong-un."

"North Korea's nuclear program is largely self-sufficient now and no longer relies on external support or technology," Woodward said.

Director Burns judged that this is the point where the risk of the North Korea-Russia defense cooperation relationship is, and evaluated that the supply of weapons and technology can be exchanged between North Korea and Russia in both directions, the author said.

Burns also said he wrote in the report that "logically and rationally, Kim Jong-un will not be able to do it and will be forced not to do it, but it is really concerning that he will have the ability to do so."

Woodward's new book also introduced last year's search for a country that would supply shells to Ukraine under the leadership of National Security Adviser Jake Sullivan.

Woodward said the U.S. and South Korea eventually reached a related agreement as they searched for a country that would not directly supply weapons to Ukraine but could eventually allow shells to be supplied to Ukraine by exporting them to the U.S.
