Finnish authorities are investigating the involvement of Russia's "shadow fleet" in the Baltic Sea undersea cable damage at Christmas, major foreign media reported.
The 'Shadow Fleet' is ships operated by Russia to bypass Western oil sanctions and other measures.
Finnish border guards detained a tanker suspected of causing damage to the Baltic power cable and reportedly investigated crew members.
In addition, a flight ban was imposed on a 3km radius of the accident site.
The Finnish side estimates that the tanker, which has been flagged by New Zealand's territorial Cook Islands, belongs to a "shadow fleet."
In a joint statement by the Commission president and a senior foreign and security representative, the European Union also called the incident the latest in a "questionable attack" targeting key infrastructure.
"The ship in question is part of a 'shadow fleet' that funds Russia for war and threatens security and the environment," he said, warning that "additional measures will be taken, including sanctions targeting the shadow fleet."
In the Baltic Sea, power, communication cables and gas pipes have been damaged or shut down since the outbreak of the war in Ukraine.
