Consumer Agency "1,166 OTT consultations in the last three years..."It's hard to get rid of it in the middle".

As the number of users of online video services such as YouTube and Netflix increases, related consumer consultations are increasing.


From 2021 to last year, a total of 1,160 OTT-related consumer consultations were received by the Korea Consumer Agency.

Among them, there were 730 consultations related to the top six companies in Korea, including YouTube, Netflix, and TVing, with 47% of the reasons for consultation, followed by "contract cancellation," followed by "unfair fee payment."

In particular, there was a possibility that consumers would terminate the contract without knowing it because they did not fully guide the "moderate termination" process to receive a refund on the remaining usage fees when canceling.

In addition, some operators needed improvement due to insufficient refund criteria or specific compensation criteria for service failures when they paid more or paid incorrectly.

The Korea Consumer Agency recommended OTT operators to strengthen the guarantee and guidance of intermediate cancellation rights and to come up with terms and conditions for refunding over and mispayment.
