'Collecting a student's phone from school is not a violation of human rights'


The National Personnel Authority has reversed its 10-year-old judgment.

A high school student in Jeollanam-do decided to dismiss the petition that "collecting and storing student mobile phones based on school regulations is a violation of human rights."

Let's take a look at why the judgment has changed.

Since 2014, the National Human Rights Commission has judged that about 300 complaints related to the collection of student mobile phones are human rights violations.

It was a position that students' freedom of behavior and communication should not be violated.

However, the judgment has changed recently as there have been repeated cases of harming the academic atmosphere, such as looking at mobile phones or secretly texting teachers in class, and concerns about digital sexual crimes among teenagers have grown.

In addition, the practical problem of not following the recommendation to individual schools to revise the school rules related to mobile phone collection was also considered.

Internationally, there is a trend that students should be restricted from carrying cell phones on campus.

In July last year, UNESCO recommended banning the use of smartphones on campus, noting that the positivity of digital technology is overrated, and that excessive use of mobile phones negatively affects students' learning and emotions.

Regarding the decision, the NHRC said that each school has different school rules for collecting mobile phones, so it does not apply to all other schools.
