North Korea stipulates 'nuclear force' in last year's Constitution and reports quickly

The constitutional amendment itself is reported...There is no mention of 'territorial and unification'

"The postponement of constitutional amendment between the two countries" vs. "The only thing that has not been disclosed"

There are many interpretations of North Korea's unilateral declaration of a "border blockade" but not the related constitutional amendment.

Some analysts say that it would have been delayed due to internal and external conditions and that it would not have been disclosed, but in any case, it is evaluated that it has fallen into "self-contradiction."

In September last year, North Korea specified its nuclear force policy through a constitutional amendment and reported it in detail through internal and external media the next day.

[Chosun Central Television (September last year): Principles of state action on the construction of modern nuclear weapons and the mission of armed forces in the Republic of Korea....]

The news of the constitutional amendment of the Supreme People's Assembly held on the 7th and 8th was also reported the next day, but it did not mention whether there was an institutionalized revision of Kim Jong-un's "two hostile state theories."

Representative examples include the establishment of territorial provisions or the deletion of unification expressions.

[Chosun Central Television (last 9th): All of them have been adopted in favor of revising and supplementing some of the contents of the socialist constitution.]

Experts say that it would have been delayed to watch the U.S. presidential election, and that it would have been revised and not disclosed as it was an order of "highest dignity."

However, in any case, there is no disagreement that it reflects the "self-contradiction" of the Kim Jong-un regime.

In the case of territorial provisions, it is analyzed that it would have been difficult for North Korea, which has denied the Armistice Agreement, to officially specify or declare the military demarcation line defined by the Armistice Agreement as the border.

However, it is impossible to claim the entire Korean Peninsula as its own territory in a situation where we have recognized two countries that coexist on the Korean Peninsula.

[Jeong Sung-jang/Director of the Korean Peninsula Strategy Center, Sejong Institute: It seems that Kim Jong-un did not attend the Supreme People's Assembly at all because of his dissatisfaction with it because it is practically difficult.]

Many experts point out the burden of the abolition of the concept of unification directly colliding with Kim Il-sung's Juche ideology.

In other words, they must have diagnosed it as a situation where persuasion of North Koreans is still insufficient.

[Cho Han-beom/senior researcher at the Korea Institute for National Unification: Concerned about ideological confusion, we maintain strategic ambiguity about the deletion of the concept of national unification.]

Experts say it is still necessary to see whether the constitution is reflected, but North Korea's declaration of inter-Korean land cuts and border blockades have made Kim Jong-un's hostile two-state direction clearer.
