The final turnout for the October 16 by-elections, which will select four heads of local governments and the superintendent of education of the Seoul Metropolitan Government, was 24.6%.
The National Election Commission said 2,128,57 out of 8,645,180 voters cast their ballots.
By region, the turnout for the by-election for the head of Busan Geumjeong-gu District Office, which was the biggest concern, was 47.2%, and the re-election of Yeonggwang-gun County in Jeollanam-do Province, which was fierce due to the opposition party's three-way war, was 70.1%.
The turnout for the by-election in Ganghwa-gun, Incheon, was 58.3% and the re-election in Gokseong-gun, Jeollanam-do, was 64.6%.
The final turnout for the Seoul Superintendent of Education by-election was 23.5%.
The total turnout of the heads of the four basic organizations was 53.9%, higher than the final turnout of 48.7% for the head of Gangseo-gu District Office in Seoul in October last year, the previous by-election.
