Prime Minister Han Deok-soo is expected to read the speech today (4th) instead of President Yoon Suk Yeol, with a speech in the National Assembly to explain next year's budget plan.

It is the first time in 11 years since the Park Geun Hye government that a sitting president will not attend a municipal speech.

In response, the ruling party is in a position that the absence is inevitable in consideration of the opposition's outdoor struggle, while the opposition party is confronting that the president should explain various suspicions, including the budget bill and the phone call with Myung Tae-kyun.
