◇ Lee Hong-geun: I am a provincial councilor from Paltan-myeon, Jeongnam-myeon, Yanggam-myeon, Hyangnam-eup, Hwaseong-si, who is active in the Construction and Transportation Committee of the Gyeonggi-do Provincial Council and the Steering Committee.

◆ Lee Hyun-woong: Yes, nice to meet you. As you just said, you are working at the Construction and Transportation Committee in the second half of this year, and it was the same in the first half. Is there a reason why you are all active in this church in the first half and the second half of the year?

◇Lee Hong-geun: I think the most important means of public transportation for the residents is bus. I wanted to understand a little more about the bus. I wanted it to be a more convenient means of transportation for the residents, but there were more complicated issues related to the company than I thought. We are continuously learning about this and reviewing research.

◆ Lee Hyun-woong: You recently criticized the results of the guidance and supervision of the Gyeonggi-do Bus Transportation Business Association, so could you tell us this briefly?

◇Lee Hong-geun: Basically, we conduct an annual survey on the financial condition that we studied in Gyeonggi-do. Bus companies, but I think the investigation itself was a little poor. I didn't understand that almost every year, the same pattern and the same content are being carried out. Next, there are quite a few concerns that bus companies will become prey to private equity funds. So, more than 1 trillion won is expected to be spent every year as a budget, and about 800 to 900 billion won is still being spent. I'm a little worried about these things. Then, we approve whether this is valid, but we need to confirm more clearly whether this is valid and we thought it was our duty.

◆ Lee Hyun-woong: Okay. It's November 15th now. It's the end of the year and it's a busy time with happiness, so is the administrative audit going well?

◇ Lee Hong-geun: Yes, it's going well. Originally, the People's Power, a floor negotiation group, initially boycotted the plenary session at the regular meeting. So I was wondering if the happiness would go well, but now it's going smoothly. Each member of the provincial council is actually working hard for the comfortable life of the residents by preparing a lot sincerely.

◆ Lee Hyun-woong: Gyeonggi International Airport is on the cutting board in this health report. Recently, Hwaseong Lake Reclamation Site, Pyeongtaek Seotan-myeon, and Icheon Moga-myeon were selected as candidates. Our congressman's constituency is Hwaseong. Please tell us first how you saw it.

◇ Lee Hong-geun: Now, in the case of Mars, we have seen noise damage from combat planes for 50 years, which is not something you should experience called Maeyang-ri. In that state, Hwaseong Lake has already been designated as a candidate for Suwon-gun Airport. It was 2017. Nothing is moving. As a result, on the one hand, we talked about the integrated international airport and the international airport, but I was worried about whether this was Gyeonggi-do and basically Gyeonggi-do. But it's not San-Ha in Gyeonggi-do. There's this thing about this airport. What Gyeonggi-do can do is apply to the Ministry of Land, Infrastructure and Transport, but when I saw the contents, there was not much information on what to do, and I had no choice but to judge that the service report itself was poor.

◆Lee Hyun-woong: So do you think Hwaseong City should be excluded from the candidate list?

◇Lee Hong-geun: I'm judging whether it's feasible or not, except for the candidate site. Because there is one recent confirmation of the opinion of the Ministry of Land, Infrastructure and Transport regarding the airport. I have suggested that the airspace in the metropolitan area is too complicated and this is impossible. What it is is that there is a lawmaker who proposed a special law on the integrated airport by the Land, Infrastructure and Transport Committee, and it was presented as a review opinion on it. I think we've already decided that Incheon International Airport and then Gimpo are enough. What else is that according to the airport development comprehensive plan, which can be called the comprehensive plan of the Ministry of Land, Infrastructure and Transport, there is something that is simply not feasible here. Because how to invest your financial investment finances. Isn't there something that has already been decided first? Ulleung Airport, Saemangeum, or the new airport in Acceleration and Cheongju Airport relocation. Even looking at the relocation of Daegu Airport and the process of not seeing such financial possibilities, the fundamental question arises whether the southern Gyeonggi airport itself can be preferred or realized. In addition, there is no budget for the city behind it, so we have no choice but to predict that in the end, we will have no choice but to presuppose a military airport.

◆ Lee Hyun-woong: Have you heard about this issue by any chance?

◇Lee Hong-geun: Of course, our provincial councilors are in Pyeongtaek and there is a second round, right? Their opinions are also based on whether they presuppose their questions at the place where they are comfortable speaking privately. As I said earlier, it's impossible to realize when you look at various evidence or data. The things that the Ministry of Land, Infrastructure and Transport is doing business are. If we say we will do it with our money, the Ministry of Land, Infrastructure and Transport will say yes, then let's think about it. I think this is possible. However, if you don't do it only at the international airport, it can be premised that this is an impossible plan. Through the military airport, it was previously called Donation Dae Yangyeo. Since Suwon-gun Airport was sold and the site is in the urban area, the land value would be high now, right? Then, it has been a project on the transfer of donations to build an airport on top of the cheap land and develop some of the surrounding areas by selling it. It is a plan that cannot be solved only as an extension of that. That's why you know all of this. So, of course, you don't say you're going to support it in terms of savings or something like this.

◆ Lee Hyun-woong: Do you also have concerns about noise damage or altitude restrictions?

◇ Lee Hong-geun: Of course. This is because it is basically a victim that is bound to be accompanied. Then, how to develop the international airport and how to make it in fierce competition seems to be the concern of the Ministry of Land, Infrastructure and Transport. So, I think Incheon International Airport has become a major airport and has a competitive relationship with Narita in Japan. Rather, they seem to believe that it is desirable to raise them with such concentration. In that sense, the recent plans for the construction of new airports in the world are not already implemented in OECD countries. Instead, low-ranking countries and places say they will continue to create airports, but we have already passed that stage. Even from that aspect, I think this is an undesirable plan.
◆Lee Hyun-woong: If the other candidate sites are now Pyeongtaek and Icheon, and no one in Gyeonggi-do wants it, how will it proceed in the future?

◇Lee Hong-geun: Regarding this airport. Didn't I tell you that it's a comprehensive plan for airport development? This plan will start in 26. I think the key is whether it will be reflected there. After that, I'm applying because I didn't tell you that there's not much Gyeonggi-do can do. I will ask the Ministry of Land, Infrastructure and Transport to apply and put it in, but as I said earlier, it will not be easy to receive it from the Ministry of Land, Infrastructure and Transport itself. Furthermore, I have expressed my opinion on this several times. Now, for example, the Ministry of Land, Infrastructure and Transport believes that in the case of the southern Gyeonggi International Airport, it can only be reviewed after the relevant local governments and residents' acceptance are fully reviewed and verified. However, if the relevant local government opposes it or comes up with such opinions, I think it's a dilemma for Gyeonggi-do.

◆ Lee Hyun-woong: Shouldn't there be some incentives or something?

◇ Lee Hong-geun: Incentives are not funded. What kind of incentive can it be? Aren't you at Incheon International Airport right now, for example? The amount related to the 4th stage of Incheon Airport alone is 4.7 trillion won. For example, the state invests 59 billion won there. Most of the rest are invested by Incheon International Airport Corporation. But for example, in other areas here, there is no subway or infrastructure network at all. That cost is not included. So, it's not just a problem that the airport is just building a runway, but shouldn't a logistics complex be created if the infrastructure is to be sufficiently distributed? Then, the companies that transport logistics that operate it have to invest, so who would invest? If you look at the statistics of airport cargo, there are not as many airport cargoes among all cargoes. The next important thing is not cargo planes, but there are much more passenger cargoes that passengers can go anywhere at any time. For electronics and semiconductors, we prefer Incheon Airport, where we can go anywhere at any time.

◆ Lee Hyun-woong: Okay. I'm going to wrap this up here. Is there anything else you want to say?

◇Lee Hong-geun: I think Gyeonggi Province's role on this issue, on the airport issue, is to manipulate conflicts between local governments. That's why it's a role of integrating. However, while implementing this policy, I thought it would be a role in promoting division and conflict between local governments, so I thought it would be necessary to modify the role even now. Objectively, I think it's right to leave it to the Ministry of Land, Infrastructure and Transport. That's the position on this airport stage.

◆ Lee Hyun-woong: Okay. Let's take a look at the recent representative proposal by the lawmaker. The name of the revised ordinance on the prevention of unpaid wages and protection of subcontractors in Gyeonggi-do Province is quite long. What is the key content of this?

◇Lee Hong-geun: To put it simply, don't we get subcontracted now? This is not convincing because there are many arrears at construction sites ordered by Gyeonggi-do Province. I pay all the money, but I pay in cash, so I've been thinking about ways to solve the problem. After hearing a lot about constructive and workers' problems, I revised this ordinance. But the content is to make a plan to pay rent or subcontract directly. In that case, let's simplify the process first, and then if you pay directly, let's register it in the electronic inquiry system and then check the map of the ordering department. Then, if the unpaid wage is resolved when the unpaid wage is reported, let's give some rewards to the reporter.

◆Lee Hyun-woong: What kind of rewards are there for the reporter?

◇ Lee Hong-geun: For example, there were some cases of this, and for example, I reported this issue if it was confirmed that it was illegally punished. When I checked after reporting, I was able to confirm that a huge amount of money was actually in illegal matters. Therefore, there is a case where up to 10 million won was paid for it.

◆ Lee Hyun-woong: I see. I see. Senator, this year is almost the same. I think you had a 2024 goal that you had at the beginning of the year. What kind of things did you set up and if you kept it well?

◇ Lee Hong-geun: Basically, let's stick to the duty of the lawmaker. I get lazy when I get used to it. I've served two consecutive terms as a city council member, and as I've been doing it, I keep getting tired of the practice and then getting used to it, but it's basically full of saying, "Let's not get lazy." Now, the main thing I saw about the committee's activities was the bus issue I mentioned earlier. I was still looking at the data on the bus problem. As for this problem, I hope to find a fundamental solution not only this year but also next year.

◇ Lee Hong-geun: I think I avoided failing.
