The high-ranking government official's crime investigation office concluded that there was "no evidence practice or perjury teacher" against Kim Young-chul, deputy prosecutor at the Seoul Northern District Prosecutors' Office, who was accused of giving perjury practice to Choi Seo-won's nephew, Jang Si-ho.

The Senior Civil Servant Corruption Investigations Unit determined through a notice of reasons for non-prosecution that prosecutor Kim did not practice testimony with Jang on the day he was designated as the day of the crime. From the day of the arrest to the day when Jang
testified at the trial of Samsung Electronics Chairman Lee Jae-yong, he never went to the special prosecutor's office, nor did he bring documents for testimony practice into the detention center.

In addition, Jang's statement that "it was made up falsely as if he was close to Deputy Prosecutor Kim for fear that his acquaintance would ignore him, and there was no perjury." was also the basis for the non-prosecution.

In response, the accuser, the civic group "Citizens' Action to Set Right Justice," said it would file a ruling with the court asking whether the non-prosecution was appropriate.

Earlier, YouTube channel New Exploration and others raised suspicions that Deputy Prosecutor Kim conciliated Jang and practiced testimony when the special prosecutor was dispatched to the special prosecutor for the manipulation of state affairs.

Since then, 170 members of the Democratic Party of Korea have proposed an impeachment motion against Deputy Prosecutor Kim in July and are currently pending in the Legislation and Judiciary Committee.
