The Ministry of Public Security has announced that it will implement "冬季" to prevent a series of violent crimes targeting an unspecified number of people in China.

According to the People's Daily on the 22nd, Public Security Minister Wang Xiaohong announced at a video conference of national public security agencies that he will introduce a new police operation model based on big data to secure social stability this winter and next spring, and take various measures such as investigating conflicts, strengthening prevention and control in key areas, and expanding social patrols.

In particular, he stressed that he would prevent extreme events through special crackdowns on terrorist activities and violent crimes.

The announcement came as a response to a series of unsolicited crimes, including the recent car crash in Zhuhai, Guangdong Province (78 casualties) and the university stabbing in Ising, Jiangsu Province (25 casualties).

Security concerns are also spreading in China, where the incidence of violent crimes was considered low due to the September stabbing of a large supermarket in Shanghai (18 casualties) and a stabbing at an elementary school in Beijing.

Experts are raising the possibility that the economic downturn and social discontent may be behind these extreme events.

In response, President Xi Jinping ordered the early resolution of conflicts and disputes after the Guangdong incident and thoroughly prevent similar incidents.

Although the Ministry of Public Security did not reveal the details of the 'winter action', it is expected that control measures to prevent crime will be strengthened, raising the possibility that social surveillance and control will be further intensified.
