Ask a professional about a hot issue. It's an issue call. It's raining all over the country today. The wind is very strong, too. In the case of the coast, strong winds of up to 20 meters per second hit the coast, so caution against safety accidents is also needed. As the cold wind blows from the afternoon, the weather will get cold rapidly, and the first snow is expected to fall across the country, including Seoul, as the rain turns to snow from night. There is a possibility that a special snow report will be issued mainly in the central region. Let's take a look at the detailed weather news. We are connected to the Anti-Sung YTN Disaster Advisory Committee. Commissioner, you're out.

[Planar]
Yes, how are you?

A huge rain cloud is covering the Korean Peninsula. How much rain is it raining all over the country?[Ban Ki Sung] The strong precipitation zone in the central, southern, and Jeju areas, which had rained a lot until this morning, escaped to the East Sea. Currently, rain clouds made in the West Sea continue to flow into inland areas, and rain clouds are covering the country. About 5mm of rain per hour has fallen in Gangwon Province in the last hour. It is raining about 1 to 3 millimeters per hour in the metropolitan area, Gangwon, Chungcheong, and northern Gyeongsangbuk-do.

There are also observations that the first snow will fall in Seoul tonight. Will the cold weather continue with the first snow for a while?

[Planar]
That's right. First of all, it rains during the day today, but as the temperature drops, it turns into snow at night. So the first snow is expected to fall in Seoul this year. On a normal basis, the first snow in Seoul is around November 21st, but this year, it is about five days later than the average year. Last year, it was November 28th. It's about two days earlier than last year. However, the high pressure coming down this time is very powerful. So a lot of weather disasters are expected. First of all, depending on the region, there is a lot of snow, cold waves, and strong winds are expected.

In the case of snowfall, it is expected to be up to 10cm in the metropolitan area, Chungcheong and northeastern mountain areas of North Gyeongsang Province by the 28th, up to 20cm in Gangwon area, and up to 15cm in Jeolla area and Jeju mountain areas. In this case, heavy snow warnings are expected to begin tonight in the metropolitan area, Gangwon, Chungcheong, northern Gyeongbuk, Jeolla, and Jeju. The problem is that there is a very high possibility of a traffic disturbance on the way to work in the central part of the country tomorrow morning. Therefore, I hope you can use public transportation for the time being. There's a lot of cold air coming down right now. A cold wave warning is expected to be issued for the central part of the country tomorrow morning.

In the metropolitan area, the minimum temperature will fall below zero from tomorrow and will continue until the middle of next week. On top of that, as strong winds blow and the temperature drops, the metropolitan area is expected to remain below zero even during the day. Also, when this strong Siberian high pressure comes down, strong winds occur. Currently, strong wind warnings are issued in the west, including the metropolitan area, the east coast, and Jeju. A special storm warning is being issued all over the sea. On the coast side, the maximum instantaneous wind speed is expected to be up to 15m. Strong winds of up to 15 meters are expected inland as well. I hope the facilities will be bonded well so that there is no wind damage.

Until last month, the Korea Meteorological Administration said that the temperature in December could be lower than usual, but some predicted that it would be a warm winter this year. What's the reason for this change in a month?

[Planar]
Overall, the winter outlook has changed from last month and this month in December. January and February are almost the same. Last month, January was similar to the average year, and February was warm. What came out this month is that January in December is similar to the average year, and February is warmer than the average year. But looking at it like that, in the end, if you look at the whole winter, it's a winter that's similar to the average year or a little warm. But I attached a clue that the weather would fluctuate a lot. This story is similar to the average winter temperature, but it's December, January. Even so, when the cold wave comes down in the middle, and the cold wave ends, there will be another day with higher temperatures than usual.

So, even if the overall temperature is similar to or higher than the average year, it is not without a cold wave. There is a possibility that the cold wave that comes down from time to time is stronger. The current cold wave is expected to last for a very long, almost 9 days or more because it is supported by a strong cold wave on the upper floor. After a temporary cold wave like this, it is believed that there is a high possibility that warm weather will continue for a longer period than this period.

In some areas, forsythia bloomed in spring. Why is this abnormal high temperature phenomenon that transcends the seasons even though winter has not passed yet?

[semi-spanning]
First of all, the phenomenon of flowers blooming out of season is called a sudden bloom. So, I'm talking about an abnormal phenomenon in which flowers bloom even though it's not a time when buds bloom. But this year, there were a lot of random enlightenment. Cherry blossoms bloomed in September and forsythia bloomed again in November. Roses blooming in spring were also in full bloom in my garden. In fact, the unseasonable blooming of flowers is usually attributed to heat waves, strong sunlight, pollution, wind, and weather. In particular, in this year's case, the heat wave that lasted until October is considered the biggest factor. The heat wave, which had the highest temperature until October and September, followed by a brief cold in the middle of October. As a result, heat-stressed trees are seen as a kind of survival strategy. So I think it's because they dropped the leaves early and blossomed. In a way, it seems that the tree bloomed physiologically by mistaking the timing. However, since it is a phenomenon that only appears on some branches in trees that bloom thousands of flowers, it is not expected to have a significant impact on the growth of trees or spring blooming.
