Cho Kuk, chairman of the Cho Kuk Innovation Party, said he has proposed an amendment to the Criminal Law and Information and Communication Network Act, which calls for changing defamation into a crime that can be punished only after a victim's complaint.The head of the

group explained why he proposed the amendment, saying that defamation charges can be filed by a third party, not a victim, and that individuals or groups with political purposes have been accused of excessive accusations and even led to accusations of media critical of the regime.

The international organization pointed out that the current defamation law can be punished as a free-form that binds the body, which excessively restricts freedom of expression, adding that the revision only requires fines and stricter requirements for establishing crimes.
