The decisive moment for the Democratic Party of Korea, which struggled until just before the impeachment motion, to impeach acting President Han Deok-soo was the appointment of a constitutional judge.

The Democratic Party of Korea immediately began impeachment proceedings in response to an acting public statement asking the ruling and opposition parties to agree on whether to appoint three currently vacant judges.
