The decisive moment for the Democratic Party of Korea, which struggled until just before the impeachment motion, to impeach acting President Han Deok-soo was the appointment of a constitutional judge.

The Democratic Party of Korea immediately began impeachment proceedings in response to an acting public statement asking the ruling and opposition parties to agree on whether to appoint three currently vacant judges.

The Democratic Party also pressed Deputy Prime Minister for Economic Affairs Choi Sang-mok, who took over as acting president after Prime Minister Han, to appoint a constitutional judge as soon as possible.

Some even argued that if Deputy Prime Minister Choi refuses, the members of the State Council who will take over the acting post should be "impeached consecutively."
