Russia has been cautious for now, with preliminary investigations showing that Russian missiles were the cause of the Azerbaijani plane crash.

Dmitry Yadrov, head of the Russian Federation's air traffic bureau, said conditions were difficult at Grozny airport on the day of the accident and that "Ukrainian military drones launched terrorist attacks on civilian facilities in the area, forcing authorities to close their airspace."

He also claimed that in the thick fog at Grozny airport at the time, the plane made two failed attempts to land at the airport, and headed to Aktau even after being offered to go to other airports.

Russian aviation authorities claimed that the plane crashed after colliding with a flock of birds during the flight shortly after the accident, but the statement did not mention the missile's shooting down at three times.

Kazakhstan's transport ministry, which is investigating the incident, said it had collected a second black box near the crash site and had also secured communications between Aktau airport and the plane.
