Teacher Evaluation Abolished 'Parents' Survey and Descriptive Evaluation'... Full Reorganization

The teacher competency development evaluation, which was controversial for personal attacks against teachers, will be completely reorganized.

The Ministry of Education announced today a plan to abolish the evaluation of teacher competency development with 17 metropolitan and provincial offices of education and introduce a "teacher competency development support system."

The teacher competency development evaluation, which has been conducted from September to November every year since 2010, is a system in which students, parents, and fellow teachers anonymously evaluate teachers' learning and life guidance and use it for teacher training.

However, because of the anonymity of evaluators, criticism has been raised that teacher evaluation is being abused as a means of personal attacks by teachers.

In response, the Ministry of Education decided to redesign the existing evaluation, but under the new system, parents' satisfaction surveys will be omitted and instead school evaluations will be conducted that will allow them to present their opinions on overall school management, including the curriculum.

The student satisfaction survey will be reorganized into a student perception survey, which will be abolished and the questions will be changed to understand how much student growth and change have been led by teachers.

In addition, self-competency diagnosis conducted by teachers themselves will be added, and the existing peer teacher evaluation will be linked to the multi-faceted evaluation of teacher achievement evaluation.

The revised teacher competency development support system will be introduced first next year's student perception survey and then fully implemented in 2026.
