Two construction workers are holding a sit-in protest on a 30-meter-high advertising tower near Yeouido Bridge 2 in Yeouido-dong, Seoul.
Officials of the Korean Confederation of Trade Unions' construction union are demanding that they install banners on billboards with phrases such as "guaranteeing first employment for Koreans" and "eradicating on-site power abuse" and guarantee the right to survive in the construction industry.
The fire department, which received the report at around 7:50 a.m., installed a rescue mat on the floor and is waiting.
Police will use cranes to try to talk to them because there are no handles or stairs in the advertising tower.
